At its first session in 1861, the Territorial Legislature of Colorado passed an act providing for a university in Boulder. The University was formally founded in 1876, the same year Colorado became the Centennial State. Between 1861 and 1876, Boulder citizens donated land and money to match the $15,000 appropriated by the legislature for the University. Fred Hellems, who compiled the two-page list of admission and graduation requirements of U.S. universities, was a Canadian who came to the University of Colorado as a Latin professor in 1898. He served as Dean of Arts and Sciences from 1899 until his death in 1929, and also was acting President in 1927-1928.
